UPDATE: On June 18, 2004, Governor Jennifer M. Granholm SIGNED the bill to remove the protected songbird status and allow the shooting of mourning doves in Michigan. Her sad choice to serve a fringe faction has betrayed voters and she knowingly has ignored the majority of Michigan citizens. Contrary to any "compromise" or "trial" spin she may attempt to put on it, the technically flawed and purposefully divisive Act (PA 160) opens the entire state of Michigan to dove "hunting" - indefinitely.

HB 5029 was reported out and has been referred to the full Senate for 2nd reading status to be immediately scheduled for floor vote this week. Sen Cropsey, Bishop, Sanborn Patterson voted to move this bill forward. Sen Schauer, Bernero, and Brater voted no and without recomendation in this record roll call vote and represented the majority of citizens.

Changes to the bill:

  • The $350,000 appropriation was removed.
  • A $2 stamp was added. $1 to go to game fund, $1 to go to non-game fund.
  • At this time, the referendum language was not added. Senate Majority Leader Ken Sikkema (R-28) opposes a vote by the people on the issue so we do not expect this amendment to be added.

The Republican controlled House aggressively pushed and passed the bill to open season on Michigan's Bird of Peace. In these tough budget times, they even attached a $350,000 appropriation - which undermines the public right to referendum. The appropriation, by design, is to prevent the people of the state of Michigan from having the right to vote yes or no on this issue on the ballot.
